What is the difference between a Device CAL and a User CAL?

Device CAL is assigned to a device — any number of people can use one licensed computer. User CAL is assigned to a person — one user can connect to the server from any number of devices. Choose a Device CAL when multiple people share one device (shift work, kiosks). Choose a User CAL when one person uses multiple devices (PC, laptop, phone).

Can I combine Device CAL and User CAL in one company?

Yes. Microsoft allows mixing CAL types within one organization. For example, you can use User CALs for office employees working on laptops and tablets, and Device CALs for shared warehouse computers. The important point is that each user OR device must have the appropriate license assigned — you do not have to choose only one type exclusively.

Does a Device CAL require activation on the computer?

No. A Device CAL is a legal entitlement, not a license key. It does not require entering a code or technical activation on the device or the server. You simply assign the license to a specific device in your organization’s internal license records and keep the proof of purchase in case of a Microsoft audit.

Does the 2025 CAL work with older versions of Windows Server?

Yes. The Windows Server 2025 Device CAL license provides backward compatibility and also grants access to Windows Server 2022, 2019, and 2016. Please note: it does not work the other way around — an older CAL (for example, 2019 or 2022) does not grant access to Windows Server 2025. If you upgrade your server to the 2025 version, you must also upgrade your CALs.

Can I transfer a Device CAL to another device?

Yes, with limitations. A Device CAL can be reassigned to another device after 90 days from the last assignment. The exception is permanent hardware failure — in that case, the license may be transferred immediately to a replacement device. CALs may not be transferred temporarily or on a rotating basis to reduce the number of required licenses.
